Parc Downsview Park Inc. is a self-financing, agent Crown Corporation etablished to design, develop and maintain Downsview Park.

What does that mean? Parc Downsview Park Inc. (PDP) was established by the Federal Government of Canada. Parc Downsview Park Inc. reports to the Parliament of Canada through the Minister of Transport, Infrastructure and Communities and Minister of State (Transport). Parc Downsview Park Inc. does not receive taxpayers' dollars. Parc Downsview Park Inc. is self-financing and as such must raise the funds needed to create, operate, maintain and improve Downsview Park.

Evolution of the Corporation

Parc Downsview Park Inc. was established by the Federal Government of Canada after it announced the closure of the Canadian Forces Base (CFB Toronto) in 1994. Parc Downsview Park Inc. began as an operating subsidiary of the Canada Lands Company Limited. In 2003, PDP was transformed into an agent (deemed parent) Crown Corporation and an agent of the Crown. In 1999, PDP’s Board of Directors was appointed by the Government of Canada and the Park began its operations. However, development of the Park could not commence until PDP was fully transferred the administration and effective control and ownership for all 231.5 hectares (572 acres) of land in July 2006.

Parc Downsview Park is required to submit its Corporate Plan Summary and its Annual Report to the Minister for tabling in Parliament, annually. This ensures that PDP's activities and operations are open, accountable and transparent to Parliament and the general public.

Board of Directors

Parc Downsview Park Inc. is governed by a Board of Directors appointed by the Government of Canada. The Board performs an oversight function, setting broad policies and strategic direction. Board appointments range from three to five years.
